The CM also added a delightful touch of humour and wisdom to the occasion, remarking that whether it’s food or life, having a little Mirchi is essential. 二 |     8月25日，据上海市交通部门消息，上海市出租汽车暨汽车租赁行业协会网约车分会组织全市17家网约车承运平台企业，共同签署发布《上海市网络预约出租汽车行业自律公约（2026版）》，规范网约车市场经营秩序，同时，切实维护驾驶员和乘客合法权益，全面提升行业安全服务水平。据介绍，当前上海正深入开展网约车行业清网行动，围绕运力管控、价格监管、数据治理三大主线开展专项整治，着力破解不合规运力运营、运价抽成不透明、数据报送不规范等行业突出问题。新版公约聚焦行业痛点，重点围绕人车资质全周期管控、运价抽成规范透明、营运数据精准报送三大核心内容，明确行业经营自律红线。严守人车资质合规关口。

三 | 公约要求各平台严格落实人车双证核验准入机制，严禁向无资质车辆、驾驶员提供注册及派单服务。动态排查存量运力，分批清退不合规对象，确保线上线下人车信息一致。

四 | 建立驾驶员经营行为数据库，归集投诉、执法检查等多维度违规信息，对危险驾驶、拒载甩客等严重违规驾驶员纳入行业禁入名单，实现全平台闭环管理约束，守牢安全底线。规范运价与抽成管理。要求平台科学设置运价体系，遵守抽成比例上限，整治补贴冲单、低价倾销等无序竞争行为。落实明码标价规定，公开计价规则、抽成比例及各类收费标准，统筹保障乘客出行权益与驾驶员劳动收益，维护公平的市场竞争环境。压实营运数据报送责任。各签约平台须严格落实数字化治理主体责任，按照监管要求，实时、准确、完整报送营运相关数据。

五 | 健全车辆、驾驶员、失信人员等工作台账，筑牢网络安全、数据安全及个人信息保护防线，以数字化赋能智慧监管。据介绍，此次发布的2026版自律公约，是在2024年试行版基础上优化升级，全文向社会公开接受社会监督，履行情况将纳入网约车企业年度服务质量信誉考核，压紧压实平台安全生产主体责任。

六 | 公约坚持严管厚爱并重、规范与服务并举，强化网约车从业人员权益保障。通过选树行业服务典型发挥示范作用，传递行业正能量。依托工会搭建沟通渠道，倾听驾驶员诉求，化解从业矛盾，持续推进司机驿站建设，完善停车、充电、休息等服务配套，改善从业环境，增强驾驶员职业获得感与归属感。（央视新闻）。
